How Seniors Get Around New Jersey When They Stop Driving

When an older adult in New Jersey gives up the car keys, the rides still exist — they are just spread across four systems most families have never heard named. Here is every one of the state's 21 county transportation programs, with the phone number to call and a link to its official page, plus the statewide programs that sit on top of them. It is a starting map, not a substitute for calling: confirm current eligibility, hours, and fares with the program itself.

How senior transportation works in New Jersey

Since 1984, New Jersey has funded local transportation for older residents and people with disabilities through the Senior Citizen and Disabled Resident Transportation Assistance Program (SCDRTAP), paid for by the New Jersey Casino Revenue Fund and administered by NJ TRANSIT. Each of the 21 counties runs its own program with that money, so the name, the phone number, and the rules change at every county line. Most serve residents 60 and over and residents with disabilities, usually curb to curb and by advance reservation.

Three more systems overlap the county programs: NJ TRANSIT's statewide Access Link paratransit for riders a disability keeps off the fixed-route bus; the Reduced Fare Program for seniors and people with disabilities who can still ride the bus or train; and, for people enrolled in NJ FamilyCare, Medicaid medical transportation through the state's broker. The county program is almost always the first call; the sections below cover the rest.

Every New Jersey county runs a community or paratransit service for older residents and people with disabilities. Program names, phone numbers, and official links below were confirmed on NJ TRANSIT's Community Transportation directory and, where reachable, each county's own page. Fares vary by county and trip type and change over time — many programs are free or ask a suggested donation, and medical trips are often free — so confirm the current fare when you reserve.

Statewide programs

These four programs run across New Jersey alongside the county services. Each is a third-party public program with its own eligibility rules.

NJ TRANSIT Access Link (ADA paratransit)

NJ TRANSIT's statewide ADA paratransit service, running the same days, hours, and areas as the local fixed-route bus and light rail, curb to curb and shared-ride.

Who qualifies
People whose disability prevents them from using the local fixed-route bus or light rail. Eligibility is decided by an interview and current medical verification, not by age.
Cost
Based on the local fixed-route bus fare, the number of zones traveled, and any transfer fees; a personal care attendant rides free. The NJ TRANSIT reduced-fare card is not valid on Access Link.

NJ TRANSIT Reduced Fare Program

A 50% discount on regular one-way fares across NJ TRANSIT bus, rail, and light rail, for riders who can still use fixed-route transit.

Who qualifies
Seniors 62 and over (65 and over for travel to or from Metro-North stations) and people with disabilities. As of January 1, 2026, a reduced-fare ID must carry a photo.
Cost
The program is the discount: 50% or more off a regular one-way fare on fixed-route service. Apply online or at a county Office on Aging.

NJ FamilyCare (Medicaid) medical transportation

Non-emergency medical transportation to covered appointments for people enrolled in NJ FamilyCare, arranged through the state's broker, ModivCare. This is not general senior transportation and is only for Medicaid members.

Who qualifies
NJ FamilyCare (Medicaid) members statewide, for medically necessary covered services only.
Cost
No cost to the eligible NJ FamilyCare member for covered trips. Reserve at least two days before the appointment.

NJTIP @ Rutgers (travel training)

The New Jersey Travel Independence Program teaches older adults and people with disabilities how to ride the bus, train, and light rail safely and independently, one-on-one or in small groups.

Who qualifies
Older adults and people with disabilities across New Jersey.
Cost
Training is free; riders pay only their own fares during training.

New Jersey's eight regional Transportation Management Associations (TMAs) help residents piece together municipal, county, non-profit, and NJ TRANSIT options, and several run their own older-adult ride programs. Every county is covered by one.

We do not print per-trip fares in the county table, because fares vary by county and trip type and a stale figure would mislead a family budgeting a ride; confirm the current fare when you reserve.
